The Most Penetrating Particle Size for a HEPA filter is .3 micron.

Particles smaller than .3 micron are captured at a higher efficiency than that of the .3 micron particle due to Diffusion.

Particles larger than .3 micron are captured at a higher efficiency than that of the .3 micron particle due to Inertial Impact and Particle Interception.

The .3 micron particle is unique in its ability to be the size most able to penetrate a HEPA filter. This is why the standard empirical measurement is performed and provided for .3 micron, but yes... even Ultra Fine Particulate at .003 micron is captured by Crystalline.
